State Health Plan

The State Health Plan addresses Maine’s health care costs, quality and access and is a key element of Dirigo Health Reform. Issued every two years by the Governor’s Office of Health Policy and Finance, the Plan is a roadmap to make Maine the healthiest state in the nation. By setting goals and identifying existing and new initiatives to achieve the result of making Maine the healthiest state, the Plan asks all of us – consumers, providers and payers – to play a role.

Governor Baldacci released the 2007 Plan on April 3, 2006. The plan lays out an ambitious agenda that includes:

Creation of a more organized system to deliver prevention and public health across the state by building on strong bonds with community coalitions.
Seeking innovations in telemedicine to assure our most rural citizens have access to a full array of health care choices.
Promoting a culture of health in the state by asking each citizen to sign a “Be Fit for Maine” contract and take appropriate steps to achieve better health.
Establishing a “Wellness Star” program through the Maine Quality Forum to recognize business innovation in employee health and wellness and assure that best practices are shared.
The Maine Quality Forum's "In a Heart Beat" education campaign to improve the response to and treatment of heart attacks.
Creation of a Health Policy Leadership Forum representing business, insurers, providers, consumers and government to assure an on-going dialogue about how best to make Maine the healthiest state and achieve universal access.

Tracking Progress

With long and short-range goals in the Plan, the Advisory Council on Health Systems Development will report regularly to the Governor, the Joint Committee on Health and Human Services and the public on progress. Each year the Council will issue a status report to assess progress.
